Per IRS SPEC-- Taxpayers are required to sign a 14446 is we are working on a tax return and the taxpayer is not present, this is supposed to be signed by them giving us permission to do the work while not in their presence. The initial 14446 needs to be completed and sent to your SPEC for approval prior to tax season starting. The taxpayer should be given a copy -- I usually give the taxpayer page 1-2, and we keep page 3 on file until return is completed and accepted--then it is shredded with the intake form.
